is Professor of International Law at Leiden University and a Senator in the Dutch house of parliament. He authored many books, including Sovereignty over Natural Resources (Cambridge University Press, 1997), The Evolution of Sustainable Development in International Law (Brill, 2008) and Development without Destruction (Indiana University Press, 2010).
